Pul stakes claim to form the Government with BJP support
ITANAGAR, Feb 15: Kalikho Pul has submitted a memorandum to the Governor staking claim to form the Government in Arunachal Pradesh.
The latest development happened on Monday afternoon when a joint delegation of 32 members of Arunachal Pradesh Legislative Assembly consisting of 19 Congress, 11 BJP and two independent MLAs led by Kalikho Pul along with leader of Opposition Tamiyo Taga called on the Governor JP Rajkhowa at Raj Bhavan today.
Taga made it clear that the BJP would be supporting a Congress Government led by Kalikho Pul as the leader and had no intention to form a BJP led Government.
In separate memorandums, Congress, BJP and Independent MLAs urged the Governor to invite Kalikho Pul to form the Government in the State as soon as the President’s rule is revoked.
They reaffirmed their “support to the leadership of Kalikho Pul to be the head of the council of ministers that may be sworn in” at the end of the President’s rule”.
Chowna Mein along with CT Mein, Zingnu Namchoom, Wangki Lowang and Honchun Ngandam, who were claimed to be with the other group of the Congress Party, submitted a Memorandum stating that they are with Kalikho Pul.
The Governor is reported to have said that he will put forward their claims to the President of India for information and direction, after duly examining and consulting legal experts.
It is for the President of India to decide whether to lift the President Rule in the State or not and when, Governor said as he advised the 32 MLAs and also those currently staying outside the State to be in the State and attend to the welfare of the people who elected them. The Governor hoped that there will be a stable, solid and democratically elected people’s Government in the State on revocation of the President Rule. (PRO, Raj Bhavan)

Muktesh Kumar Pardeshi, Joint Secretary Passport Seva Portal (PSP) cum Chief Passport Officer, Ministry of External Affairs Government of India along with Regional Passport Officer Guwahati Bibhuti Bhusan Kumar opened the branch in presence of Capital Complex Deputy Commissioner Sandeep Kumar Singh and Deputy Passport Officer Tsering Lobsang.
Launching its last branch here, Pardeshi stated that Ministry of External Affairs has fulfilled its promise to set up Passport Seva Kendra in every state of Northeast.

ITANAGAR, Feb 15: The annual games and sports meet of the Rajiv Gandhi Government Polytechnic (RGGP) was today declared open by Secretary Education Marnya Ete.
REILA (Recreation, entertainment, information and literary activities) will conclude on Feb 18. During this period, students divided into four houses namely Alpha, Beta, Gama and Pi will take part in cultural and sports competition.
While addressing the students, Secretary Education urged them to be competitive and continue to improve their academic performance. He also called upon students to protect the sanctity of RGGP and not to depend always on administration.
Director, Higher and Technical Education, Dr Tejum Padu expressed happiness over the gradual growth of RGGP. “The institute is doing very good. However with seven new polytechnic starting in the state and another seven in the process of opening, the RGGP will have to strive hard. There will be strong competition among Polytechnic colleges of Arunachal,” said Dr Padu.
He also appealed everyone to protect the institute from any kind of encroachment activities.

Earlier principal of institution Dr AK Triparthi informed that students of RGGP are performing well and results are improving with each passing year. “The dedication of my young faculty team and students are bearing fruit in the form of better result. But we need more faculty members as some of existing lecturers have transferred to new Polytechnic colleges.
In departments like hotel management and herbal technology, the number of students taking admission is going down. This is an area of great concern,” said Dr Triparthi. On the other hand, Rajiv Gandhi Government Polytechnic (RGGP) is facing serious issue of land encroachment. A huge area has been encroached upon by the outsiders and in many areas boundary walls have been deliberately destroyed. Situation is so bad that constant dispute between students and encroachers erupt in the campus.
Informing this, student’s body of the technical institute today placed two point memorandum to the Secretary Education.
“On numerous occasions dispute has risen between students and encroachers and it has reached the Police station twice. Therefore, we seek immediate construction of boundary wall, so that encroachment of college land and also entry of outsiders is stopped,” the students union of RGGP appealed. The union also sought construction of parking lot within the college campus.
Weak bridges pose danger

JAC demands cancellation of teacher’s appointment
ITANAGAR, Feb 15: Alleging irregularity in the recruitment process, the Jan Andolan Committee (JAC) of State Bharatiya Janata Party (BJP), in a memorandum, has urged the Governor of Arunachal Pradesh to immediately cancel all the teachers appointments of which the results were notified on December 23, 2015.
In its memorandum, the JAC informed the Governor that the Directorate of Elementary Education had notified the results of the interview for recruitment of various categories of teachers on February 23, 2015. However, the said interview was conducted flouting all the laid down rules and procedures.

But, the center for recruitment of candidates against those posts has been fixed at 1st AAPBn ground, Chimpu, Itanagar.
“Ideally, the center for such recruitment should be fixed at a central place in any one of the above three districts for the convenient of the candidates” the JAC said. ‘Film Northeast 2016’ from Feb 17

ITANAGAR, Feb 15: Arunachal is all set to host ‘Film Northeast 2016’, a platform to showcase films of the region from February 17 next.
Highlighting various activities of the event at Press Club on Monday, festival director Moji Riba disclosed that there have been eight entries in the feature film segment, nine entries in the first cut (Debut segment) and 20 entries in the documentary segment concerning issues of the region of which only 17 will be screened. Of the 27 entries in the short film segment, only 22 will be screened.
He informed that 12 awards will be given away on the concluding day, February 20.
“The best film (short), best documentary and best debut feature would bag a cash prize of Rs 2 lakhs each along with trophies while others would be awarded trophies,” he said. Riba informed that around 50 film makers from all over the region will be participating in the festival.
Of the film makers totaling to around 50 from the eight states of the region, celebrated film makers Janu Baruah and Meghana Gulzar will be attending the film festival. Regional talents from Manipur, Kaiku, Soma Laishram and Aribam Syam Sharma and Jennifer Wahid from Assam will be coming for the event.

Presently, the Directorate of Higher & Technical Education (DH&TE), with officials of who are mainly from general degree background, is administering the technical education as well. Negligible number of officials from Technical Education background exists in the DH&TE.
As result of this, the entire technical education is not being implemented in true and real sense,” the association stated.
Further they appealed for implementation of long delayed Career Advancement Scheme
(CAS). “Career Advancement Scheme (CAS) for polytechnic teachers is completely different
from that of general degree college and is governed by AICTE guidelines issued from
time to time. In absence of separate directorate, there exist no ministerial staffs
to look into the matters of CAS for polytechnic teachers. Moreover, AICTE guidelines
are not properly interpreted and messed with UGC-
Further association sought proper recruitment rules for appointment of Head of Department and the Principals. “As on today, there exist no proper recruitment rules for the appointment of HoD and the Principals in various polytechnics even after 14 years of commencement of Technical Education in the State. This delay is the clear indication of lack of commitment and clarity on qualitative strengthening of Technical Education. Because of this, the promotional prospectus of the eligible employees is also at stake and hence the employees feel demoralized. Direct recruitment for these positions may demoralize the existing eligible faculties and staffs”, the memorandum read.
The association also alleged that employee’s welfare schemes have not been implemented in the state. “No notable employee’s welfare schemes have been implemented so far including Child Care Leave (CCL) and study leave for pursuing higher qualification for the faculties and staffs where as such schemes are in place and being availed by the teachers and staffs of general degree colleges in the state. The AICTE regulations notified from time to time, recommend many professional developmental activities. But due to lack of knowledge on the subject matter, such schemes have not yet materialized,” they added.
Apart from Rajiv Gandhi Government Polytechnic College (RGGP), Namsai, Dirang, Roing, Pasighat and Laying Polytechnic colleges have started functioning.

BJP reiterates political situation created by Congress
ITANAGAR, Feb 15: Reiterating its stand, the state BJP has stated that the political situation forced upon the state is the handiwork of the Congress infighting dishonouring the mandate given by the people during the last elections.
In a release, the party stated that the previous Congress state govt. headed by Chief Minister Nabam Tuki has been in trouble since the reshuffle of February 28, 2014 and imposition of simultaneous poll in the state with the sudden dissolution of State Assembly just a day after the announcement of Lok Sabha poll by the ECI on March 05, 2014.
As a result of dissolution, the factional feuds in the Congress got deeper despite people’s mandate.
In a party meeting held on Monday, the party reviewed the ongoing political crisis in the state and decided to keep close watch on all developments including possibilities of Govt. formation and the cases in the Supreme Court.

Stress management course
ITANAGAR, Feb 15: A three days training on stress management for ministerial staff of State Secretariat and Heads of Offices commenced at Administrative Training Institute (ATI), Naharlagun Monday.
The course would be dealing with the Science of Stress and the art of managing it.
The course is being conducted by faculties from Art of Living, Itanagar along with management consultants from IBIS Solutions, Kolkata.

Itanagar has achieved the dubious distinction of occupying 71st position among 73
cities in the ongoing Swachh Survekshan 2016. Of 73 cities which were surveyed

This report is a slap on the face of every Arunachalees, more so to the state government. Gangtok the capital of Sikkim has achieved high of 8th rank. Even though Gangtok receives massive number of visitors being a major tourist hotspot, still they have managed to keep the city clean. Whoever visits Gangtok always heaps praise about how clean the city is? Arunachal should learn something from Sikkim. Recently from 1st to 13th February whole state observed clean Arunachal campaign. Social service was organized across the state. Road and drains were cleaned. But such kind of fortnightly campaign will not succeed in keeping the state clean. A sustain campaign with long term vision should be run. Unless this is done, the aim of clean Arunachal will not succeed. Government agencies should seek active participation of the citizen. The citizens need to be educated about importance of cleanliness. More toilets should be constructed in the urban area especially in the markets. For now let us all collectively take the responsibilities for this shame. Hopefully next time Itanagar will make it to higher ranking in the cleanliness survey.

Certificates carry the same weight
Dear Editor,
Through the columns of your daily, I would like to bring light on misconception faced by some.
If you went to a college offering regular engineering courses from ICE (institute of civil engineers) or any other offering undergraduates’ courses in full time and part time mode, the weight of the certificate offered to you after completing the prescribed course is the same. There is nothing called regular/part time/ full time course offered by these institutions. If one completes his graduation from these institutes, they are not entitled to use B.E / B.Tech after their name unlike regular university students; they are entitled to use AMICE if they did graduation from ICE and AMIE from IE and so on. These courses are neither a college nor a university course. They come under the banner of professional society which the union of India acknowledges/recognizes its existence and value.
From the above, one very important question arises. Why a student opt for theses
institutes? To this question the very best answer is, it is an alternative for those
who couldn’t continue their engineering studies due to several reasons. These courses
are neither a distance course nor a regular course; it is one of its kinds. The distance
education council (organ of HRD) also acknowledges as it does not comes under the
preview of distance education (letter no DCE/ICE/08/7901 Dated -
Recently, ministry of HRD has withdrawn its recognition. In their official notification they have clearly said that based on the review by the regulator, i.e. AICTE, a decision on continuation of the certification of equivalence of degree/diploma shall be taken by statutory regulator. It doesn’t state that they will never recognize these degrees. The matter is still in Supreme Court, and the final verdict has not been given by the court and the next hearing is on 11 may 2016. If you have completed the AMIE/AMICE, GATE ( Graduate aptitude test in engineering), authorities accepts this degree at par with regular B.E./B.Tech.

Look for technological alternative
Dear Editor,
This refers to the editorial, "Don't turn glacier into death field" (Arunachal Times, February 9, 2016). The agonising death of our 'never say die' brother Lance Naik Hanamanthappa Koppad and our other soldier brothers brings back in mind Bob Dylan song "Blowin' in the wind" and its lines, "How many times must the cannon balls fly/ Before they are forever banned?/ The answer my friend is blowin' in the wind/ The answer is blowin' in the wind”.
How long the high and cold glacier will remain a death field of our brothers? It is time to find a technological alternative like stationing robots instead of soldiers at Siachen and monitoring the area with satellites.

Parking fees
Dear Editor,
Itanagar is now a municipality for which we all are happy but I want to tell a small story which has happened to me recently.
My father was admitted in RK Mission hospital for some treatment as per advised by the doctor. He prescribed some medicines which should be bought from outside medical store, so I took my bike and went towards Ganga to buy medicines. I parked my bike at a place, where it was written "Parking for Two Wheeler's" order by IMC and rushed to the pharmacy to buy those medicines. It took around 5 minutes for me to buy those medicines and come back.
Meanwhile, a guy came to me for parking fee. I hardly took 5 minutes but the guy refused to listen and asked me to pay Rs ten, which was the parking fee for the whole day.
I took the receipt and saw “parking fee per hour” written on it. It was also written "received with thanks a sum of Rs 10 only for parking four wheelers under parking zone of Itanagar municipal council. At that time, I was just wondering where are the other two wheels located on my bike! Was it hidden somewhere and I did not see it?
Actually I am not able to understand where the problem lies.
So it’s my humble request towards the concerned authority to clarify the problem.

Seeking suitable answers from APPSC

Clarification given by the APPSC regarding selection of only 132 candidates for the
total post of 51 that was published in Arunachal Times on 13th Feb 2016 has fired
many questions in the mind of aspirants and the common people. As per commission
only 132 candidates could secure the magical figure of 33 % and 45 % for attaining
viva-
APPSC again said in its clarification that only 132 candidates out of 477 have qualified
as per criteria. As per criteria of APPSC, seeing this year’s result prepared by
APPSC , in some such exam it is very possible that numbers of candidate selected
for viva-
Then it is difficult to digest that this year APPSC is facing shortage of eligible
candidates for APPSCCE viva-
Again, so far we never heard that any public service commission of any states of India, even UPSC having problem of lack of required number of candidates for the interview in combined civil service exam. If really there is lack of candidates for interview, it is due to faulty and defective recruitment mechanism of APPSC i.e 33% and 45%.
In 2014 Manipur public service commission combined competitive exam many candidates got selected who marks were even below 33% in some papers. Then in 2013 UPSC civil service exam aggregate % in mains exam of last selected candidate was 32.22 %. What we want to say that generally all recruiting agency i.e UPSC, State public service commission, SSC set cut off marks on the basis of marks obtained by the candidates so that required number of candidates may be called for interview.
