Pul stakes claim to form the Government with BJP support

ITANAGAR, Feb 15: Kalikho Pul has submitted a memorandum to the Governor staking claim to form the Government in Arunachal Pradesh.

The latest development happened on Monday afternoon when a joint delegation of 32 members of Arunachal Pradesh Legislative Assembly consisting of 19 Congress, 11 BJP and two independent MLAs led by Kalikho Pul along with leader of Opposition Tamiyo Taga called on the Governor JP Rajkhowa at Raj Bhavan today.

Taga made it clear that the BJP would be supporting a Congress Government led by Kalikho Pul as the leader and had no intention to form a BJP led Government.

In separate memorandums, Congress, BJP and Independent MLAs urged the Governor to invite Kalikho Pul to form the Government in the State as soon as the President’s rule is revoked.

They reaffirmed their “support to the leadership of Kalikho Pul to be the head of the council of ministers that may be sworn in” at the end of the President’s rule”.

Chowna Mein along with CT Mein, Zingnu Namchoom, Wangki Lowang and Honchun Ngandam, who were claimed to be with the other group of the Congress Party, submitted a Memorandum stating that they are with Kalikho Pul.

The Governor is reported to have said that he will put forward their claims to the President of India for information and direction, after duly examining and consulting legal experts.

It is for the President of India to decide whether to lift the President Rule in the State or not and when, Governor said as he advised the 32 MLAs and also those currently staying outside the State to be in the State and attend to the welfare of the people who elected them. The Governor hoped that there will be a stable, solid and democratically elected people’s Government in the State on revocation of the President Rule. (PRO, Raj Bhavan)

 

 

Panel in "dilemma" over Arunachal crisis

New Delhi, Feb 15: The five-judge constitution bench of the Supreme Court  headed by Justice J S Khehar, hearing a batch of pleas on constitutional powers of Governors following political crisis in Arunachal observed during the hearing that it is in "dilemma" at this juncture as to who is correct.

Arunachal Pradesh Governor was not the aggrieved party, the Supreme Court said today as it focused on the decisions of Governor J P Rajkhowa to advance the assembly session and fix the agenda of the House.

"In the facts of the case, the aggrieved party is either the Congress party or the MLAs, who had been disqualified by Speaker Nabam Rebia,, then how does the Governor comes into picture, he is not aggrieved by anything," a five-judge constitution bench headed by Justice J S Khehar said.

The bench did not agree with the submission that the Speaker was under clout and hence, Governor was justified in fixing the agenda that the House should first decide as to whether Rebia enjoyed majority support as the Speaker or not.

"If Speaker was under clout, then disqualified MLAs were also under clout. The Speaker had the complaints from the Congress Party and he acted on it," the bench, also comprising justices Dipak Misra, M B Lokur, P C Ghose and N V Ramana, said.

Senior advocate Ashok Desai, who represented 10 MLAs including the Leader of Opposition, said the Governor is not an aggrieved party but a "decision making authority" which has discretionary powers under the Constitution. During the hearing, the court wondered as to which of the two incidents -- running a minority government or running the House by a Speaker who has lost majority support, was more harmful to the democracy.

The observation came after Desai justified the actions of Rajkhowa, saying he was compelled to act after the allegation against the Speaker came that he was "hand in glove with the Chief Minister and Congress party".

"There was an apprehension that the Speaker may disqualify the revolting MLAs who have expressed no confidence in him," Desai said.

Meanwhile, Congress leaders today informed the Supreme Court that they have learnt about the recommendation of Arunachal Pradesh Governor J P Rajkhowa to lift the President's Rule in the state.

Senior lawyers F S Nariman and Kapil Sibal, who represent former Chief Minister Nabam Tuki, former Speaker Nabam Rebia and others, said there was a plan to swear-in a new government in the state.

Nariman told a five-judge Constitution bench headed by Justice J S Khehar that they have filed a fresh application in this regard as there is apprehension that the Centre and the Governor may go ahead with this plan.

The bench, however, did not speak its mind after discussing the issue for a while.  PTI

 

 

Pasighat witness yet another school fire

PASIGHAT, Feb 15: Altogether five rooms of IGJ Higher Secondary School, Pasighat were gutted into ashes.

Rooms comprising two classrooms (Class IX), exam branch (Confidential room), office establishment and CBSE Cell were completely devoured in a fire accident that occurred 2.00 AM on Monday.

Substantial clues indicate that it could be a handy works of some miscreants, Pasighat Police opined.

IGJHSS Principal T. Tamuk informed that all Answer scripts of English, Agriculture, History, Physics (Theory) and Accountancy of IGJ, Mebo, Daying Ering Memorial and Sille Higher Secondary schools kept for coding, evaluation and tabulation were completely burnt into ashes.

He also informed that “Question Papers” of Social Science, English, Hindi and Science of class-IX and “Question Papers” of Biology, Chemistry, Mathematics, Hindi, Pol. Science, Economics, Geography and Business Studies of Class XI were also reduced into ashes. Reportedly, two firefighters reached immediately, doused the inferno taking about four hours and brought normalcy.

East Siang DC Isha Khosla has ordered magisterial enquiry to ascertain the actual cause of the incident and instructed all the headmasters and principals of schools to alert their Chowkidar to attend duties sincerely so that such kind of incidents are not repeated in future. She assured that police patrolling would be intensified and banned late hours grouping of students in and around school premises and all sensitive government installations.

DDSE Obuk Panor and EAC (Sadar) T Padung visited the school this morning and took stock of extensive damage caused by the inferno.

Executive members of All Arunachal Teachers’ Association, East Siang unit met the DC and appealed her set up an enquiry committee urgently to nab the culprit(s) at the earliest.

Meanwhile, Lok Sabha MP Ninong Ering and local MLA Kaling Moyong have expressed shock and termed the incident as unfortunate. Duo assured the school fraternity that the matter would be taken up with the appropriate authority.

 

 

Passport Seva Kendra opens in Itanagar

ITANAGAR, Feb 15:   Much awaited Passport Seva Kendra has established its branch at Itanagar, which was declared open on Monday.  

Muktesh Kumar Pardeshi, Joint Secretary Passport Seva Portal (PSP) cum Chief Passport Officer, Ministry of External Affairs Government of India along with Regional Passport Officer Guwahati Bibhuti Bhusan Kumar opened the branch in presence of Capital Complex Deputy Commissioner Sandeep Kumar Singh and Deputy Passport Officer Tsering Lobsang.

Launching its last branch here, Pardeshi stated that Ministry of External Affairs has fulfilled its promise to set up Passport Seva Kendra in every state of Northeast.  

“Now people don’t have to travel to Guwahati and spend money unnecessarily to get passport” he added. Creating awareness on importance of passport, he outlined that passport is an important document which enables to increase trust level between citizens and the government. He also appealed to the media persons to cooperate in creating awareness on Passport Seva Kendra.

Regional Passport Officer Guwahati Bibhuti Bhusan Kumar in his address termed it as a huge relief to the people of Arunachal, particularly passport seekers.

10 passports will be processed in a day and applicants have to fill online forms before getting appointment for the verification of documents.

On many occasions earlier, many sports persons and research scholars who had been selected to travel abroad were forced to pull out due to delay in getting passports.

ITANAGAR, Feb 15: The annual games and sports meet of the Rajiv Gandhi Government Polytechnic (RGGP) was today declared open by Secretary Education Marnya Ete.

REILA (Recreation, entertainment, information and literary activities) will conclude on Feb 18. During this period, students divided into four houses namely Alpha, Beta, Gama and Pi will take part in cultural and sports competition.

While addressing the students, Secretary Education urged them to be competitive and continue to improve their academic performance. He also called upon students to protect the sanctity of RGGP and not to depend always on administration.

Director, Higher and Technical Education, Dr Tejum Padu expressed happiness over the gradual growth of RGGP. “The institute is doing very good. However with seven new polytechnic starting in the state and another seven in the process of opening, the RGGP will have to strive hard. There will be strong competition among Polytechnic colleges of Arunachal,” said Dr Padu.

He also appealed everyone to protect the institute from any kind of encroachment activities.

Councillor of Ward No. 5, Taba Yall Nabam assured to look into the demand for construction of boundary wall and children park inside the institution. Earlier principal of institution Dr AK Triparthi informed that students of RGGP are performing well and results are improving with each passing year. “The dedication of my young faculty team and students are bearing fruit in the form of better result. But we need more faculty members as some of existing lecturers have transferred to new Polytechnic colleges.

In departments like hotel management and herbal technology, the number of students taking admission is going down. This is an area of great concern,” said Dr Triparthi. On the other hand, Rajiv Gandhi Government Polytechnic (RGGP) is facing serious issue of land encroachment. A huge area has been encroached upon by the outsiders and in many areas boundary walls have been deliberately destroyed. Situation is so bad that constant dispute between students and encroachers erupt in the campus.

Informing this, student’s body of the technical institute today placed two point memorandum to the Secretary Education.  

“On numerous occasions dispute has risen between students and encroachers and it has reached the Police station twice. Therefore, we seek immediate construction of boundary wall, so that encroachment of college land and also entry of outsiders is stopped,” the students union of RGGP appealed. The union also sought construction of parking lot within the college campus.

 

 

 

Weak bridges pose danger

DAPORIJO, Feb 15: The two bridges in Daporijo town over Sigin River are in pathetic condition and needs immediate repair.

The bridge located near Liruk Village which was found unfit was closed for movement of heavy vehicle, while the other bridge located at Sigin Colony is being used.

However, the alternative bridge is also in a dilapidated condition and often leads to traffic chaos in the colony.

 

 

 

Drastic improvement required: Governor to BSNL

ITANAGAR, Feb 15: Governor JP Rajkhowa has emphasised for drastic improvement in the telecommunication network coverage in the State. The Governor was interacting with Chief General Manager (CGM), North East-II Telecom Circle, BSNL, Dimapur, T. Durga Prasad, who called on the Governor at Raj Bhawan, Itanagar on Monday.

Governor Rajkhowa stressed for proper telephone and mobile coverage at the district headquarters along with ADC, EAC and CO headquarters. Sharing his experiences from the visits to Bumla Pass, the Governor said that special focus must be on border areas. Such steps will not only help the people to communicate but also secure the territorial integrity of the country, he added.

The Governor also advised the BSNL officials to take proactive steps to enhance the network for steady and uninterrupted call facility. The Governor also directed works department like, PWD, PHED to have proper coordination during expansion of road width as BSNL fibre cables are damaged during such works.  

Earlier, the BSNL’s North East-II Telecom Circle CGM, T. Durga Prasad briefed the Governor on the facilities provided by BSNL in the State. Prasad also informed on the constraints including, high microwave and satellite spectrum charges, poor power supply in exchanges and mobile towers etc. The CGM suggested for VSAT hub in Itanagar and provision for cable duct along Trans-Arunachal Highway by MoRTH, Govt of India.

Arunachal Tourism Stall centre of attraction at ‘Destination NE’ Fest

ITANAGAR, Feb 15: Arunachal Tourism Stall was the centre of attraction during the three-day ‘Destination North East’ Festival 2016 in New Delhi as numerous curious visitors wanted to know about the State and its tourism potentials.

The stall highlighting and showcasing the tourism potentials of Arunachal through various mediums received numerous queries from potential tourists. The overwhelming response was a reminder of the huge tourism potentials of the State.

Many travel writers; print and electronic media have shown keen interest to write more about Arunachal. A huge crowd was seen on the last day with the stall running out of information materials.

Destination North East was an excellent opportunity to interact with the visitors and promote the tourist opportunities available in Arunachal.

Some of the prominent personalities, who visited the stall included Secretary DoNER Navin Verma, former Secretary MoT MP Bezbaruah, Jt. Director, MoT, Mini Prasanna and MLA, Chayangtajo Karya Bagang,.

On the sideline of festival, Arunachal Pradesh Tour Operators Association (APTOA) team had a discussion with Secretary DoNER and MoT officials in promotion and development of tourism of the state.

The APTOA team requested MoS Home Kiren Rijiju to involve his office to bring in promoters from around the country and also coordinate with various ministries involving right stakeholders for actual growth and development of tourism in the state.

He showed keen interest and gave assurance to mobilize and create a platform to have threadbare discussion inviting pioneers in tourism and hospitality sector along with reputed investors and asked APTOA to conduct and chalk out a detailed programme for a convention within this year.

The Department of Tourism, Govt. of Arunachal Pradesh under the guidance of Adong Moyong, Resident Tourism Officer, New Delhi along with members of APTOA and hoteliers from the state participated in the festival which came to an end Sunday.

 

 

JAC demands cancellation of teacher’s appointment

ITANAGAR, Feb 15: Alleging irregularity in the recruitment process, the Jan Andolan Committee (JAC) of State Bharatiya Janata Party (BJP), in a memorandum, has urged the Governor of Arunachal Pradesh to immediately cancel all the teachers appointments of which the results  were notified on December 23, 2015.

In its memorandum, the JAC informed the Governor that the Directorate of Elementary Education had notified the results of the interview for recruitment of various categories of teachers on February 23, 2015. However, the said interview was conducted flouting all the laid down rules and procedures.

“As per Recruitment Rule, the final merit list of the candidates should have been adjudged after written test followed by viva-voce. But in the instant case, a walk-in-interview was conducted in complete violation of the Recruitment Rules and ignoring the Government’s order instructing the Department not to conduct such interview,” the memorandum said

The JAC further appealed to the Governor for changing the Centre for recruitment of Civil Police sanctioned by MHA under special package for candidates from Tirap, Changlang and Longding district

The JAC informed the Governor that the Police Headquarters, Itanagar has invited application for 82 posts under sports quota in Civil Police under special package for Tirap, Changlang and Longding districts. But, the center for recruitment of candidates against those posts has been fixed at 1st AAPBn ground, Chimpu, Itanagar.

“Ideally, the center for such recruitment should be fixed at a central place in any one of the above three districts for the convenient of the candidates” the JAC said.  It alleged that the center has been deliberately fixed at Itanagar so that undue manipulations and corrupt practices can be resorted to.

“Besides falling trap to corrupt practices and harassment many of the aspiring candidates may not even be afford to come over to Itanagar to appear in the recruitment rally/tests,” the memorandum said, and urged the Governor to look into the matter seriously and order for immediate change of the centre from Itanagar to a convenient place in any of the concern three districts in the larger interest of the candidates for whom the posts have been sanctioned by the MHA.

 

 

Forests Dept’s attention drawn on depleted forest cover

ITANAGAR, Feb 15: Baiijan Circle Youth Association (BCYA) has drawn the attention of the State Forest Department towards ever-increasing depletion of forest cover/flora and fauna in the entire Baiijan circle due to negligence on part of officials/staff concerned in checking rampant and unchecked timber smuggling, reckless poaching and hunting of wild animals.

The Association demanded stringent disciplinary action against the erring and negligent officials/ staff, release adequate fund for the maintenance of nursery, intensify regular patrolling to curb the menace of timber trafficking and smuggling, impose blanket ban on hunting, poaching of wild animals and birds, accelerate aforestation activities by launching periodical environmental related awareness campaign, programmes, provide adequate fund and assistance for social forestry, construction of checkgates at strategic locations of Balijan, Tengabari, Lenka, Hollongi, Kokila and Chessa-Sonajuli, repair/ renovate the dilapidated checkgates, officials quarters, boundary fence/ walls etc. at your earliest.

“The so-called locals of Baiijan area in connivance with unscrupulous individuals and groups from neighbouring Assam have indulged in rampant and unchecked timber operation on daily basis to which the forest officials and staff remained a mute spectator, citing many reasons and helplessness,” said the BCYA in its memorandum to Dr. Shashi Kumar, Head of Forest Force and Principal Secretary (E & F), Department of Forest and Environment, Arunachal Pradesh.

Further, poaching and hunting of wild animals and birds have become a fashion and recreational activities for many of the so-called elite groups which need to be checked immediately, the memorandum said.

“Inspite of Forest Protection and Wildlife Acts, many of our people have been able to obtain arms licences on the pretext of self-defense and use them in killing wild animals,”

The association alleged dereliction of duty by the officials and staffs.

“No noticeable routine and regular patrolling has been conducted in last couple of years. They usually remain absent from their respective places of posting or evade from their duties on the pretext of in adequate officials, staffs, absence of conveyances and lack of coordination,” the memorandum said.

It demanded to make all defunct forest checkgates, sentry huts within Balijan circle functional for regular checking of exit and entry of forest products which usually remain unattended.

The association also stressed the need of creating awareness among masses on the importance of protection and preservation of forest resources.

 

 

DC takes serious note of land encroachment

YUPIA, Feb 15: Yupia DC Pooja Jain took serious note of the encroachment in Doimukh sub-division and instructed the Doimukh SDO to prepare and submit the list of encroachers at the earliest for the administration to initiate action as per the law. She also asked all officers of various sub-divisions and circles to immediately inform the concern DCs on matter of illegal encroachment. She was addressing various outpost administrative officers and branch officers of DC’s office during a coordination meeting held at the DC’s Conference Hall here on Feb 15.

Jain asked all admin officers to highlight their issues pertaining to sub-divisions and circles and discussed various issues put forth by them.

While responding to issues regarding shortage of staffs, she advised the officers to use the service of computer operators appointed under RGPSA under panchayat. Problems like posting of COs in Leporiang and Silsango, functioning of notified police station, water and power supply, shortage of manpower, office stationeries, infrastructure, posting of more police personnel in border sub-divisions and circles etc. were placed by the administrative officers during the meeting.

Further, the DC also circulated the list of five schools selected in every sub-division and circle with maximum enrolment of school children and asked the officers to inspect the schools and prepare list of their requirements and submit the work provisions and total estimate of cost to be incurred within a week to ensure that all works are completed in the current fiscal.

Simultaneously Biometric enrolment progress report of Papum Pare district was also discussed and reviewed which was presented by DSO EM Riram. The DC instructed all officers to complete the BME process by March 31 and to make their action plan to enroll the left out population at the earliest in respective sub-division and circle. She also asked the officers to prepare data for Aadhar card.

APYC ridicules move to form government

ITANAGAR, Feb 15: Arunachal Pradesh Youth Congress (APYC) ridiculed the stake claimed by Kalikho Pul to form the government in Arunachal Pradesh.

The youth wing of the Congress Party  demanded that the Governor must not entertain such unconstitutional and ill-designed move of the dissident group, as it will create more political chaos in the state.

Nabam Tuki is the only CLP leader as desired by the AICC and the rank and file of the party, following the disqualification of 16 MLAs by Speaker Nabam Rebia, claimed the APYC. It further stated that the APYC and the Congress Party do not require the support of 11 BJP MLAs to form the government as the party has absolute majority in the state assembly. Further, the Congress and the BJP are the principal opponent political parties in the country. Therefore, a political marriage between the two as alliance partners in the government is not possible, the party opined.

The BJP leaders often claim that the present political instability in Arunachal Pradesh is due to infighting within the Congress party. Then how come the BJP MLAs are supporting the dissident Congress MLAs to form the government, it said.

The judgement of the Supreme Court will be complied with by the parties involved, it said as it urged the Governor not to commit another blunder by openly taking sides but to remain a neutral body, and as the custodian of the Constitution.

 

 

 

‘Film Northeast 2016’ from Feb 17

ITANAGAR, Feb 15: Arunachal is all set to host ‘Film Northeast 2016’, a platform to showcase films of the region from February 17 next.

Highlighting various activities of the event at Press Club on Monday, festival director Moji Riba disclosed that there have been eight entries in the feature film segment, nine entries in the first cut (Debut segment) and 20 entries in the documentary segment concerning issues of the region of which only 17 will be screened. Of the 27 entries in the short film segment, only 22 will be screened.

He informed that 12 awards will be given away on the concluding day, February 20.

“The best film (short), best documentary and best debut feature would bag a cash prize of Rs 2 lakhs each along with trophies while others would be awarded trophies,” he said. Riba informed that around 50 film makers from all over the region will be participating in the festival.

Of the film makers totaling to around 50 from the eight states of the region, celebrated film makers Janu Baruah and Meghana Gulzar will be attending the film festival. Regional talents from Manipur, Kaiku, Soma Laishram and Aribam Syam Sharma and Jennifer Wahid from Assam will be coming for the event.

 

 

 

Polytechnic staff seeks separate DoTE

ITANAGAR, Feb 15: The All Arunachal Pradesh Government Polytechnic Employees Welfare Association (AAPGPEWA) in a three-point memorandum to Secretary, Education, Marnya Ete sought a separate Directorate of Technical Education(DoTE).

“Technical education is governed by the norms of All India Council for Technical Education (AICTE), a statutory body of Govt, of India; whereas the general degree college education is governed by norms of University Grants Commission (UGC). Presently, the Directorate of Higher & Technical Education (DH&TE), with officials of who are mainly from general degree background, is administering the technical education as well. Negligible number of officials from Technical Education background exists in the DH&TE.

As result of this, the entire technical education is not being implemented in true and real sense,” the association stated.

Further they appealed for implementation of long delayed Career Advancement Scheme (CAS). “Career Advancement Scheme (CAS) for polytechnic teachers is completely different from that of general degree college and is governed by AICTE guidelines issued from time to time.  In absence of separate directorate, there exist no ministerial staffs to look into the matters of CAS for polytechnic teachers. Moreover, AICTE guidelines are not properly interpreted and messed with UGC-guidelines. This has led to the long delay as high as 6-7 year in the implementation of CAS,” the memorandum read.

Further association sought proper recruitment rules for appointment of Head of Department and the Principals. “As on today, there exist no proper recruitment rules for the appointment of HoD and the Principals in various polytechnics even after 14 years of commencement of Technical Education in the State. This delay is the clear indication of lack of commitment and clarity on qualitative strengthening of Technical Education. Because of this, the promotional prospectus of the eligible employees is also at stake and hence the employees feel demoralized. Direct recruitment for these positions may demoralize the existing eligible faculties and staffs”, the memorandum read.

The association also alleged that employee’s welfare schemes have not been implemented in the state. “No notable employee’s welfare schemes have been implemented so far including Child Care Leave (CCL) and study leave for pursuing higher qualification for the faculties and staffs where as such schemes are in place and being availed by the teachers and staffs of general degree colleges in the state. The AICTE regulations notified from time to time, recommend many professional developmental activities. But due to lack of knowledge on the subject matter, such schemes have not yet materialized,” they added.

Apart from Rajiv Gandhi Government Polytechnic College (RGGP), Namsai, Dirang, Roing, Pasighat and Laying Polytechnic colleges have started functioning.

 

 

 

APSCW assures support to rape survivors, seeks speedy investigation

ITANAGAR, Feb 15:  Following reports of the rape of two minor girls under Ruksin circle, Arunachal Pradesh State Commission for Women (APSCW) Member Oter Ering Tayeng, on behalf of the Commission, visited the survivors and their families on February 14.

Tayeng informed the families of the legal assistance, medical treatment and compensation they can receive from the government and assured the Commission’s complete support in availing the facilities. She requested OC Kakit Duggong to complete the charge-sheet at the earliest so that timely justice could be delivered to the victims and their families. Tayeng also called upon NGOs of the area to extend their support to the families and help in all possible ways.

The OC informed that the two culprits during interrogation have admitted to the charges of rape.

The APSCW lauded the Ruksin Police for its quick response and for nabbing the culprits within 24 hours of the filing complaint.

The Commission, while condemning the vicious acts, has called for speedy investigation so that the two accused can be booked under appropriate sections of the law, which in turn will caution others to not indulge in such heinous crimes.

On the night of January 23, a 10-year old girl was allegedly raped by one Tom Taki (30) of Lingka village and was arrested on February 9 last after the victim disclosed the incident to her guardians.

In another incident at Debing village, a mentally challenged 13-year-old girl was allegedly raped by one Obit Rukbo (38) on February 4 last, and was arrested on February 8 last.

 

 

Pasighat Juvenile Home faces staff shortage

PASIGHAT, Feb 15: The Pasighat Juvenile Home is functioning with shortage of staff since its inception.

This was informed to the Councillor of Pasighat Municipal Council (Ward-12), Kangge Moyong by Child Welfare Officer of the House, Mazing Taying during the Councillor’s visit on Monday.    

Taking stock of the Pasighat Juvenile Home infrastructure and facilities given to juvenile inmates, Councillor Moyong assured the officials to take up the issues with the competent authority.

Located at Pasighat Two-Mile area, the Juvenile Home is the only home in the state to give shelter to juvenile delinquents for rectification of their character. There are five minor inmates in the juvenile home presently.

9 districts to experience power cut on Feb 17

ITANAGAR, Feb 15: There will be no power supply from Ranganadi Hydro-Electric Project (RHEP) to nine districts, including Papum Pare, on February 17 from 7 am to 3 pm due to some urgent repairing works of the 132 KV switchyard area and switching of 132KV feeders and units in double bus arrangements, informed Executive Engineer (E), SLDC & TD- II, Itanagar, Department of Power.

The districts that will experience power cut include Lower Subansiri, Kurung Kumey, Kra-Daadi, Upper Subansiri, West Siang, Siang, Upper Siang and East Siang.

In case of Papum Pare, 20 MW of power would be routed through Assam’s Transmission System Via GITL-LEKHl-Chimpu (Itanagar).

On account of this shutdown, the power supply to Papum Pare and East Siang districts may be disturbed which may compel the distribution division to impose local load shedding, the EE informed.

All other divisions where no alternative interstate transmission line may make contingency plans based on local generation availability, the EE added.

 

 

Poppy destructed at Pasighat

PASIGHAT, Feb 15: Several acres of Poppy (Opium) plantation at GTC Pasighat were uprooted in a drive against Opium on Sunday by Women Against Social Evils (WASE), NGO.

Around 25 members of WASE accompanied by APSCW member Oter Ering Tayeng burnt the uprooted Opium plants. The women anti-drug activists said that their fight against such social evils will continue.

 

 

Mass awareness campaign launched

KOLORIANG, Feb 15:  As part of a series of week-long programmes to mark the 30th Statehood Day celebrations, a mass awareness campaign themed ‘My Town My Effort Day’ involving the government officials and general public of Koloriang was launched by Kurung-Kumey DC Mamata Riba here on Feb 15.

In her inaugural address, DC Mamata Riba lauded the department of Urban Development & Housing for spearheading the campaign and stressed on the need for segregating the biodegradable and non-biodegradable wastes before disposing it off.

The campaign conducted in collaboration with department of Urban Development & Housing, Koloriang Division began with a presentation on Swachh Bharat Mission by Koloriang Division UD & H, UPO, Hillang Taju.

Upper Koloriang ZPM, Chello Tagar, Koloriang EAC, Rajib Cheeduni and Bazaar Secretary, Bengia Tayeng also spoke on the occasion.

As a part of mass awareness campaign the Department of UD&H also distributed WC pans to selected beneficiaries to encourage construction of toilets. (DIPRO)

 

 

Mock fire drill in school

ITANAGAR, Feb 15: The personnel from Fire & Emergency Services here led by Liyom Sora, Sub-Fire Officer conducted a training cum mock drill on handling fire accidents to save lives and properties at VKV, Itanagar recently.

750 students and teachers attended the programme and learnt about fire management techniques and rescue operation during fire accidents at home, schools and other public places.

 

 

DC oversees road works

AALO Feb 15: West Siang Deputy Commissioner Pige Ligu recently visited different places in the district to oversee road construction works by BRTF and JKM Constructions.

While inspecting Bame- Basar Road, the DC asked the BRTF to start the road works immediately. Later, he had a meeting with senior public, administrative officers and executing agencies of Basar sub-division on various issues.

The DC also inspected Likabali-Siji road construction and instructed JKM Construction to start the road cutting works as soon as possible. He also held meeting with local officers, public and executing agencies for smooth execution of road ends.

The JKM Construction assured to start road cutting works within 15 days, and was assured to provide motorable road from Siji to Soi village replacing the old bridge.

The DC also inspected the Likabali-Kangku road upto the last motorable road. He also visited the proposed sub-station for Power Grid at Likabali.

The DC was accompanied by administrative officers, land management officials, local leaders and work agencies.  DIPRO

 

 

SIDF meeting held at Seppa

SEPPA, Feb 15: East Kameng DC, Deepak Shinde has called for proposals which would create durable and permanent assets.

DC Shinde was speaking in a meeting to discuss and prioritize the proposed proposals under State Infrastructure Development Fund (SIDF) convened at Kameng Hall, Seppa on Monday by the District Planning Department.

The DC said that the projects should be beneficial and cater to the needs of the larger population as he asked the officers to avoid duplicity. The final selection of proposals would be based on equitability with equal distribution among all the constituencies. Cautioning against any misappropriation, the DC urged the officials present to execute all works with extreme diligence.

ZCCC wins inter-collegians

T-20 Cricket Championship

ITANAGAR, Feb 15: The Ziro-II Collegian Coordination Committee (ZCCC) trounced Nyari Welly (NW) team to become the winner of the maiden inter-collegains T-20 Cricket Championship which concluded on Sunday at DNGC ground.

While the ZCCC scored 179/5 in 20 overs, all of the NW team was out with only 100 score. In all, 12 teams from various districts participated in the championship.

Toko Tabia who scored 52 runs off just 39 balls was adjudged Man of the match. Laskar Javed with 79 runs and three wickets was declared Man of the tournament.

ITANAGAR, Feb 15: The Upper Subansiri unit of Arunachal Anti Corruption Sena, has taken strong exception to staying of various HoDs at same place of posting beyond permissible period.

The Anti-Corruption Sena unit claimed that various HoDs in Upper Subansiri district have been staying in their respective place of postings for more than 10-12 years in violation of government norms.

“We wonder as to how those officers have managed to stay in same place of posting for more than a decade in Upper Subansiri,” the Sena unit said.

BJP reiterates political situation created by Congress

ITANAGAR, Feb 15: Reiterating its stand, the state BJP has stated that the political situation forced upon the state is the handiwork of the Congress infighting dishonouring the mandate given by the people during the last elections.

In a release, the party stated that the previous Congress state govt. headed by Chief Minister Nabam Tuki has been in trouble since the reshuffle of February 28, 2014 and imposition of simultaneous poll in the state with the sudden dissolution of State Assembly just a day after the announcement of Lok Sabha poll by the ECI on March 05, 2014.

As a result of dissolution, the factional feuds in the Congress got deeper despite people’s mandate.  

In a party meeting held on Monday, the party reviewed the ongoing political crisis in the state and decided to keep close watch on all developments including possibilities of Govt. formation and the cases in the Supreme Court.

 

 

Adamant forest officer moves CS on State award

PASIGHAT, Feb 15: The Range Forest Officer (T) of Mebo, Neeraj Tamuk, who has refused to accept the State Silver medal awarded to him, has finally moved the Chief Secretary for reconsideration of the matter.

Range Officer (RO) Tamuk claims that he deserved to be awarded with Gold medal considering his performance and bravery in discharging duty in hostile situation.

The RO led a joint team in conducting operation inside deep jungles of Namsai and busted a gang of elephant catcher after a night-long operation in jungles located beyond his jurisdiction.

Ten persons involved in elephant trafficking were arrested and two adult elephants were also seized. Thus, he became the first forest official in the state to successfully rescue wild elephants from the procession of those poachers putting his own life at risk.

Notably, RO Tamuk has drawn highest number of offense report against illegal smuggling of timber and forest resources in the state.

According to information, the Principal Chief Conservator of Forests, following a letter from the Pasighat DFO, had recommended Tamuk for bravery award with gold medal.

 

 

Illegal appointment alleged

ITANAGAR, Feb 15: A group of IT/CS graduates have sought termination of various employees in the Department of Information and Technology claiming they were appointed illegally. In their letter to the Governor, providing the documents related to their claims, they have alleged that the project officers, research officers, project coordinator, technical assistant, network manager, database manager recruited through mere walk-in-interview in 2011 were made in connivance with the chairman of the department which violated all prescribed norms and RRs.

Also alleging illegality in the appointment of the Director, they have demanded enquiry into the matter preferably by the SIC.

 

 

Union writes to Governor

ITANAGAR, Feb 15: The Save Arunachal Youth Association has demanded immediate cancellation of shifting of Greenfield airport from Karsingsa to Hollongi claiming that the move was done by former chief minister with an ulterior motive to get huge compensation through land acquisition. It has written to the Governor in this regard.

It has also demanded immediate declaration of the result of tax and excise written exam conducted on July 25 last year.

 

 

Stress management course

ITANAGAR, Feb 15: A three days training on stress management for ministerial staff of State Secretariat and Heads of Offices commenced at Administrative Training Institute (ATI), Naharlagun Monday.

The course would be dealing with the Science of Stress and the art of managing it.

The course is being conducted by faculties from Art of Living, Itanagar along with management consultants from IBIS Solutions, Kolkata.

As many as 20 ministerial staff are attending the programme.

Inquiry sought into student’s death

ITANAGAR, Feb 15: Blaming the Railway authorities and the Railway Protection Force in particular, for their alleged negligence which led to the death of Joram Tadir, a third year BSc. Student of Dolphin(PG) College of Science and Agriculture, Chandigarh, the All Joram Area Youth Welfare Association (AJAYWA) has today appealed to the Governor and Union Minister of State for Home Affairs Kiren Rijiju to direct the concern authorities to initiate a proper inquiry to unearth the truth behind Tadir’s death.

 

 

Association asks CS to monitor TAH

ITANAGAR, Feb, 15:  Drawing the attention of Chief Secretary towards alleged haphazard manner of dumping soils along Trans-Arunachal Highway project, the All Arunachal Pradesh Trans-Arunachal Highway Welfare Association on Monday urged the authority to properly monitor the earth cutting and filling of soil by the executing agency.

In its representation, the association claimed that executing agency has violated the terms and condition of MoU, wherein company had agreed to dump the soil properly to avoid further soil erosion.  It also expressed its displeasure over pace of the development and urged the authority to speed up the work.

 

 

Memo submitted

ITANAGAR, Feb 15: The All Kra Daadi District Students’ Union (AKDDSU) has in a three-point memorandum submitted to the state Governor today demanded posting of regular Circle Officers at Chambang, Gangte, Tarak-Landi, Tali Circles of Kra Daadi district, immediate discontinuation of giving dual charges to officers as well as officiating officers. Union also demanded posting of a permanent Superintendent of Police for Kra Daadi besides, establishment of a Police station at Palin.

The Union has further threatened to resort to democratic action in case its demands are not met with soon.

 

 

Pay salary: AAPLU

ITANAGAR, Feb, 15: All Arunachal Pradesh Labour Union(AAPLU) has informed that labourers working under Arunachal Pradesh Forest Cooperation Ltd  are not getting salary since last four months. AAPLU in a letter to the Governor requested him to intervene to ensure early release of salary of staffs and labourers.

Long term campaign is the ultimate solution

Itanagar has achieved the dubious distinction of occupying 71st position among 73 cities in the ongoing Swachh Survekshan 2016.   Of 73 cities which were surveyed for sanitation ranking, Mysuru of Karnataka topped the list of clean cities. Chandigarh got the second position, Tiruchirapalli 3rd, New Delhi Municpal Council 4th and Visakhapatnam 5th. Surat was ranked 6th, Rajkot 7th, Gangtok 8th while Pimpri-Chindwad ranked 9th and Greater Mumbai got 10th position. The survey was conducted to measure the impact of efforts under Swachh Bharat Mission for construction of toilets, solid waste management and service delivery level.

This report is a slap on the face of every Arunachalees, more so to the state government.  Gangtok the capital of Sikkim has achieved high of 8th rank. Even though Gangtok receives massive number of visitors being a major tourist hotspot, still they have managed to keep the city clean.  Whoever visits Gangtok always heaps praise about how clean the city is? Arunachal should learn something from Sikkim. Recently from 1st to 13th February whole state observed clean Arunachal campaign. Social service was organized across the state. Road and drains were cleaned. But such kind of fortnightly campaign will not succeed in keeping the state clean. A sustain campaign with long term vision should be run. Unless this is done, the aim of clean Arunachal will not succeed. Government agencies should seek active participation of the citizen. The citizens need to be educated about importance of cleanliness. More toilets should be constructed in the urban area especially in the markets. For now let us all collectively take the responsibilities for this shame. Hopefully next time Itanagar will make it to higher ranking in the cleanliness survey.

Certificates carry the same weight

Dear Editor,

Through the columns of your daily, I would like to bring light on misconception faced by some.  

If you went to a college offering regular engineering courses from ICE (institute of civil engineers) or any other offering undergraduates’ courses in full time and part time mode, the weight of the certificate offered to you after completing the prescribed course is the same. There is nothing called regular/part time/ full time course offered by these institutions. If one completes his graduation from these institutes, they are not entitled to use B.E / B.Tech after their name unlike regular university students; they are entitled to use AMICE if they did graduation from ICE and AMIE from IE and so on. These courses are neither a college nor a university course. They come under the banner of professional society which the union of India acknowledges/recognizes its existence and value.

From the above, one very important question arises. Why a student opt for theses institutes? To this question the very best answer is, it is an alternative for those who couldn’t continue their engineering studies due to several reasons.  These courses are neither a distance course nor a regular course; it is one of its kinds. The distance education council (organ of HRD) also acknowledges as it does not comes under the preview of distance education (letter no DCE/ICE/08/7901 Dated -25/4/2008. For ICE).   Several statutory organs of HRD had recognized these degrees in the past at par with regular B.E./ B. Tech degree

Recently, ministry of HRD has withdrawn its recognition. In their official notification they have clearly said that based on the review by the regulator, i.e. AICTE, a decision on continuation of the certification of equivalence of degree/diploma shall be taken by statutory regulator. It doesn’t state that they will never recognize these degrees. The matter is still in Supreme Court, and the final verdict has not been given by the court and the next hearing is on 11 may 2016.  If you have completed the AMIE/AMICE,  GATE ( Graduate aptitude test in engineering), authorities accepts this degree at par with regular B.E./B.Tech.

Design comprehensive package for a future together

Dear Editor

China and India represents two giant economies and global military powers of Asia and are adjacent neighbours. Both countries have a deep history of close cultural contacts and represent two distinct ancient civilizations of the world. The two countries together constitute nearly over one-fourth of the global human population; and as such represent two giant markets with huge economic opportunities. Although, the volume of trade and commerce between these giant economies have significantly increased over the past two decades with emphasis on trade and commerce, education and research, infrastructure, connectivity, socio-cultural contacts; however, there is even more opportunity for these two giant economies to grow together if they come closer from the perspective of cooperation and collaboration rather than media hyped competitions and unwanted confrontations with one another. Both countries have some traditional difference of opinion over specific issues such as international border and related areas; however, these could not be resolved overnight and as a quick fix. Both nations need to develop an environment of cooperation, collaboration as well as stronger cultural, political, economic, strategic and diplomatic ties for the benefits of the vast sections of their populations.  If these giant economies could develop four economic corridors between Tibet and Ladakh, across Nepal and Sikkim and between NE India and Yunnan; that could result in huge increase of connectivity between the two potential markets and increase the volume of trade  and transportation between these two nations. Both India and China have been impacted by terrorism and as such stronger security ties and intelligence sharing between the nations will greatly help them to overcome impact of insurgency in their fringe border areas and remote locations. Thus there is more to gain by cooperation between these two giant economies than confrontation. Through your esteemed newspaper, I urge both governments to come closer on discussion platform and design comprehensive economic, social, connectivity, security and strategic package for their bright and prosperous future together.

Look for technological alternative

Dear Editor,

This refers to the editorial, "Don't turn glacier into death field" (Arunachal Times, February 9, 2016). The agonising death of our 'never say die' brother Lance Naik Hanamanthappa Koppad and our other soldier brothers brings back in mind Bob Dylan song "Blowin' in the wind" and its lines, "How many times must the cannon balls fly/ Before they are forever banned?/ The answer my friend is blowin' in the wind/ The answer is blowin' in the wind”.

How long the high and cold glacier will remain a death field of our brothers? It is time to find a technological alternative like stationing robots instead of soldiers at Siachen and monitoring the area with satellites.

Parking fees

Dear Editor,

Itanagar is now a municipality for which we all are happy but I want to tell a small story which has happened to me recently.

My father was admitted in RK Mission hospital for some treatment as per advised by the doctor. He prescribed some medicines which should be bought from outside medical store, so I took my bike and went towards Ganga to buy medicines. I parked my bike at a place, where it was written "Parking for Two Wheeler's" order by IMC and rushed to the pharmacy to buy those medicines. It took around   5 minutes for me to buy those medicines and come back.

Meanwhile, a guy came to me for parking fee.  I hardly took 5 minutes but the guy refused to listen and asked me to pay Rs ten, which was the parking fee for the whole day.

I took the receipt and saw “parking fee per hour” written on it. It was also written "received with thanks a sum of Rs 10 only for parking four wheelers under parking zone of Itanagar municipal council. At that time, I was just wondering where are the other two wheels located on my bike!  Was it hidden somewhere and I did not see it?  

Actually I am not able to understand where the problem lies.

So it’s my humble request towards the concerned authority to clarify the problem.

Seeking suitable answers from APPSC

Dear Editor,

Clarification given by the APPSC regarding selection of only 132 candidates for the total post of 51 that was published in Arunachal Times on 13th Feb 2016 has fired many questions in the mind of aspirants and the common people. As per commission only 132 candidates could secure the magical figure of 33 % and 45 % for attaining viva- voice, whereas 153 candidates should have been selected for interview as per 1:3 ratios. So according to 1:3 ratio policy set by commission , these 132 candidate will be competing for 44 posts, rest 7 post be added in next advertisement. If it is not so then question arise will APPSC relax or modify its own norms of 1:3 ratio for these 132 candidates?

APPSC again said in its clarification that only 132 candidates out of 477 have qualified as per criteria. As per criteria of APPSC, seeing this year’s result prepared by APPSC , in some such exam it is very possible that numbers of candidate selected for viva-voice is less then number of total post or not a single candidate have qualified for interview. In such situation what the commission will do , will the commission allot double post to the candidates or re-conduct the whole exam for no-availability of candidate for viva-voice.?

Then it is difficult to digest that this year APPSC is facing shortage of eligible candidates for APPSCCE viva-voice. This never happened in our state in such exam, so far. But there are many candidates who are confident they can make up to interview, at least. Well, any way, candidates can check their marks of written exam, even their answer script through RTI, after final result. So we are hoping that commission is right in issue of shortage of candidates for viva-voice.

Again, so far we never heard that any public service commission of any states of India, even UPSC having problem of lack of required number of candidates for the interview in combined civil service exam. If really there is lack of candidates for interview, it is due to faulty and defective recruitment mechanism of APPSC i.e 33% and 45%.

In 2014 Manipur public service commission combined competitive exam many candidates got selected who marks were even below 33% in some papers. Then in 2013 UPSC civil service exam aggregate % in mains exam of last selected candidate was 32.22 %. What we want to say that generally all recruiting agency i.e UPSC, State public service commission, SSC set cut off marks on the basis of marks obtained by the candidates so that required number of candidates may be called for interview.

Though certain minimum marks may be fixed in each paper as for example UPSC has fixed 10% in each paper for qualifying for viv-voice but qualifying aggregate marks  are never fixed prior for mains exam.

We are hoping that our commission has suitable answer all these questions as rest 345 candidates will not remain silent on this gross violation of norms.
